This system is known as the progressive payment schedule, and it helps buyers manage their finances better, especially for first-time homebuyers.
What is a Progressive Payment Schedule?
A progressive payment system means you only pay (or your bank only disburses) when each stage of the property construction is completed. This structure is regulated under the Housing Development (Control and Licensing) Act 1966 (HDA) to protect homebuyers from paying in advance before actual work is done.

Using a Housing Loan? Here’s What Happens:
If you're taking a housing loan, your bank will pay the developer based on this schedule. You’ll only start paying interest based on the amount already released (known as progressive interest).
For example:
If only 30% of the construction is complete, your monthly interest is calculated based on just 30% of your total loan.
You’ll only start full loan repayment (installment + interest) after vacant possession.
Why It’s Good for Buyers
You don’t need to fork out the full amount upfront.
Payments follow real construction progress.
You’re protected under HDA — the developer must complete each stage before asking for payment.
If construction is delayed, your payments are also delayed.
Good to Know (for RUMAWIP & Rumah Selangor)
Booking fees are capped (usually RM500–RM1,000).
SPA must be signed within 21 working days from booking.
Developers usually submit claims to your bank — no manual work for you.
You still need to pay legal fees, stamp duty, and MOT (if not waived under current government policies).
